[Alpha Biz= Kim Jisun] On April 25, the Ministry of Trade, Industry and Energy (MOTIE) announced that the Electricity Regulatory Commission (ERC) held its 311th meeting and decided to impose fines on solar power operators who failed to comply with output control directives.


During its 310th meeting, the ERC had reviewed a report from the Electricity Market Surveillance Committee regarding the results of an investigation into solar power operators who violated output control orders issued by Korea Power Exchange (KPX).


The violations involved eight operators located in South Jeolla Province. The ERC has notified the provincial government of South Jeolla of the investigation results. Based on factors such as the duration and frequency of non-compliance, the economic gains derived from the violations, the frequency of violations within the same month, and past fine history, the ERC determined the amount of fines to be imposed.


The South Jeolla provincial government will proceed with imposing the fines on the solar power operators following formal clarification procedures based on detailed standards.


Additionally, during the 311th meeting, the ERC decided to revoke the licenses of 11 power generation projects after reviewing the expiration of their construction approval and preparation periods through hearing and deliberation procedures. In total, 27 projects were reviewed.



The construction approval period refers to the time between the project license being granted and the start of construction, while the preparation period refers to the time between the license being granted and the official report of project commencement.

Raon Energy Fuel Cell

Geumsan Eco Valley Fuel Cell

Asan UHF Green No.1 Fuel Cell

Incheon Biomass

Incheon Food Industrial Complex Fuel Cell

The combined capacity of the canceled projects amounts to 347 MW.



Looking ahead, the ERC plans to review the license extensions for approximately 230 additional power generation projects whose construction approval or preparation periods will expire during 2025.
