According to the National Assembly on the 6th, the National Policy Committee of the National Assembly held the first subcommittee of the bill to suspend the review of the revision of the Capital Market Act on improving the public sale system. It is not that there has been no progress in the discussion that day. The National Policy Committee of the National Assembly is said to have reached an agreement on the establishment of a mandatory public sale computer system that requires global investment banks (IB) and other institutions to electronically manage the remaining amount of held and borrowed stocks. In this regard, the Financial Services Commission accepted the draft improvement of the public sale system released on the 16th of last month.
The National Policy Committee also agreed on a plan to cut the ratio of short-selling loans to individuals to 105% in cash. Previously, both cash and stocks were applied to individual stocks with a 120% collateral ratio. The loan-to-value ratio, in which institutions and foreigners borrow stocks, was 105% based on cash, which was pointed out as a "tilted playground."
Insiders and outsiders of the National Assembly predict that it will be difficult for the revision of the Capital Markets Act on short selling to pass the subcommittee within this year. In order for the bill to be drawn up, it must go through the subcommittee, but today is the last day of the official subcommittee. Afterwards, procedures such as reporting the plenary session, the Legislation and Judiciary Committee, and the National Assembly's plenary session remain.
