Naver Webtoon to Strengthen Community Guidelines to Curb Inappropriate Content and Harmful Comments

[Alpha Biz= Kim Jisun] Naver Webtoon announced on May 29 that it will implement strengthened community guidelines aimed at blocking sexually explicit remarks and malicious comments across its platform. The updated "Posting and Community Guidelines" will take effect on June 30 and apply to all user-generated content (UGC), including creator homepages and comment sections.



The revised policy significantly expands the scope of the guidelines to cover all areas of community interaction on the platform, including Challenge Webtoons, Best Challenge, Challenge League, and more. Previously, moderation focused primarily on content submissions; the new framework includes stricter oversight of user comments and posts on creator profiles.



The updated rules explicitly prohibit sexually explicit content, hate speech, violent or graphic materials, and other inappropriate posts. The definitions and categories of such prohibited content have been clarified and made more detailed. Users who violate the new standards may face account suspension.



This move is part of Naver Webtoon’s broader efforts to improve platform integrity and foster a safer environment for both readers and creators. In November 2023, the company first unveiled plans to enhance its content moderation policies. Subsequently, an external advisory committee consisting of experts from the webtoon industry and creative sectors was formed on December 27, 2023.



To inform the revision process, the committee conducted extensive reviews of current operations and gathered input through surveys of both users and creators. Approximately 1,000 users and 150 active webtoon creators participated in the consultation process.



Naver Webtoon stated that it is committed to building a more respectful and secure online ecosystem where creativity and community can thrive.
