Norway, whose northern border borders Russia, is a member of NATO (North Atlantic Treaty Organization) and has been pushing for a project to replace German tanks introduced in 2001. At that time, 52 units were introduced, but they are aging and only 36 are currently in operation. K2 Black Panther tanks produced by Hyundai Rotem competed with Leopart 2A7 until the last minute but failed to win orders.
